Could Sunak at some point become more anti-Brexit than Starmer?

This is a question I get a lot in the comments, so I thought it was worth having a real think about the answer. Is it possible that Sunak could, technically speaking, become the more pro-EU of the two main party leaders? Could the Tories once again become a party that is pro-EU while Labour holds down the anti position, just as it was (roughly speaking) in the 1970s?

The two question I’ve just posed there are similar but distinct. I’ll deal with Sunak first, then his party.
